The chief justice his lordship Alfonse Owinyi Dolo, is asking Ugandans to task the executive and parliament to cause a paradigm shift to have a mindset change to help facilitate robust judicial services to Ugandans.

Officiating at the 2nd legal innovations aid conference today in kampala, the Chief Justice of Uganda His lordship Alphonse Owinyi Dolo said, justice is meaningless and remains a text book if people cannot realize their rights, resolve disputes effectively to realize their aspirations.

He states that failure by the judiciary to offer justice to the citizens tantamount to violating their human rights and demands that amidst covid19, the judiciary should use new innovative ways to deliver justice to the citizens since the world is now into the new way of doing business.

“The courts of law and other JILOS sector players have to support and embrace innovation and technology in order to meet the vast needs of the growing population and to withstand the effects of covid19.”

Uganda will be able to meet SDG 16 when there is constant innovations and exploration of possibilities for better services. Says. Dolo.

Assures the public that the judiciary is ready to advise to enable it streamline its work to better serve the country.

But notes that the closure of courts due to covid19 impacted on the rights of very many Ugandan as their cases would not be heard due to the lockdown but later resorted to virtual systems to hear cases.

The judiciary is also using the electronic court case management system which automates and tracks all aspects of a case life cycle from filing to dispensing and once rolled out fully will reduce corruption. The chief justice now assures that more innovations geared towards simplifying justice dispensation are being developed to beef up the traditional systems.

He now calls for innovations like these to help ease the heavy load as well as curb on the challenges clients face to access justice.

Reports indicate that 80% of Ugandans cannot access services of a lawyer and 5% of Ugandans have trust in the justice system.

The conference has been running under the theme, Exploring new innovations to enhance access to justice amidst covid19 pandemic.

At the same conference, LAPSNET warded the best IT innovators who developed Apps that will be used in offering judicial services to Ugandans.
