KCCA Speakers Seek Remuneration 

Speakers of Kampala Capital City Authority and Division Urban Councils together with their deputies have petitioned the parliamentary committee of Presidential Affairs to expedite amendments in the KCCA Act to provide for their remuneration.

The KCCA Amendment bill of 2022 is before the committee of Presidential Affairs seeking to make KCCA Speakers permanent staff entitled to salaries.

Offices of Authority and Urban Council speakers were created by the amendment of KCCA act of 2020, but the law didn’t provide for their remuneration.

The presidential affairs committee of parliament chaired by Jessica Ababiku has today started considering amendments in the KCCA Act, to provide for the remuneration of KCCA speakers and their deputies. The focus is on section 77 which provides for remuneration structures of political leaders that had left behind offices of Authority Speaker, Authority Deputy Speaker, Division Urban Council speaker, and their deputies.

Led by the speaker of KCCA Zahara Luyirika Kampala Speakers appealed to the committee of presidential affairs to FastTrack these amendments to ensure they get paid salaries as soon as possible.

According to the minister of state for Kampala Christopher  Kabuye Kyofatogabye, the gaps in the KCCA act was denying KCCA speakers salaries yet they are full-time workers of the Authority.

They want the proposed amendment to have a retrospective effect to provide for payment of arrears to all Speakers which they have accrued since these offices of Speakers and Deputy speakers came into effect in 2020.
