The speaker of Parliament Rt Hon Jacob Oulanyah has pledged to preside over a balanced debate in the house despite the huge disparity between minority opposition MPs and the ruling NRM majority.
Oulanyah made the remarks during the launch of a three-day orientation conference for members of the 11th parliament which kicked of today at parliament building in Kampala.
He urged MPs to debate basing on facts adding that parliamentary debate is very critical as it can be referred to by researchers in future. He stated that quoting the source of information used in debates will be very important.
He also appealed to MPs to desist from unnecessary interruptions in their fellow member’s submissions saying that this is bad manners.
Oulanyah adds that if the member on the floor refuses the point of information, the informer should desist from insisting.
