The Commissioner General of Uganda Revenue Authority – URA Mr. John Musinguzi Rujoki has attributed the failure to utilize 60 billion shillings meant for procuring IT materials due to the global disruptive nature of the Covid-19 pandemic lockdown.
While responding to Lawmakers on the Parliament’s Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) asked the Uganda Revenue Authority (URA) to explain why the entity failed to absorb and utilize the monies as it had been planned.
The Commissioner General Mr Musingunzi faulted the outbreak of Covid which he says obstructed their plans to purchase materials on the procurement list which included IT systems.
“The major disruption was the covid lockdown if you notice; most of the procurements are related to IT systems”. For the IT systems unlike other procurements, there is a lot of due diligence that must be done including visits to certain factories to see if the quality, of what they produce meets the need Mr. Musinguzi explained.
The demand for answers was made during the probe into the queries raised in the Auditor General Report 2021/2022 which is currently
inquiring into the irregularities raised against URA. Specific were demanded in regard to the above matter after the Auditor General Report 2021/2022 raised faulted URA for failing to utilize the said money and yet the money had been budgeted.
He said the lockdown resulted in delays in the IT systems including the computer chips which were not possible to purchase in the last
year due to global shortage because of the delayed disruptions in the supply of chips explaining the unspent amounts of funds mentioned by the Auditor General Report.
