Budget experts under the Civil Society Budget Advocacy Group (CSBAG) have through a collaboration undertaken to broaden the Uganda Parliamentary Press Association (UPPA) members’ coverage on budget and related matters.
The constructive arrangement spearheaded by CSBAG will be held periodical sessions dubbed Budget Technical Talks where experts on various topics related to the processing and implementation of the National Budget will be handled in depth. The first session was held on March 5th, 2025 in a productive training session held in Kampala.
Budget experts from the Civil Society Budget Advocacy Group (CSBAG) have collaborated to enhance the Uganda Parliamentary Press Association (UPPA) members’ understanding of budget-related issues.
This initiative, led by CSBAG, includes a series of sessions called Budget Technical Talks, where experts will delve into various topics related to the processing and implementation of the National Budget. The first session took place on March 5, 2025, in a productive training event held in Kampala.
During her opening remarks at the inaugural session, which focused on “Uganda’s Debt and Its Implications,” CSBAG’s Deputy Executive Director, Ms. Carol Namagembe, emphasized the importance of partnership and the future training opportunities to be offered through this collaboration.
Ms. Namagembe pointed out that the expert knowledge shared in these sessions would better equip UPPA journalists, leading to higher quality reporting on budget issues.

In his main presentation, CSBAG Executive Director Mr. Julius Mukunda underscored the significance of this collaboration. He argued that it would help UPPA members develop a broader interest in budget affairs, enabling them to produce authentic stories.

“We look forward to more engagements with journalists to ensure that budget issues are well understood and effectively communicated to the public in a way that fosters greater appreciation,” said Mr. Mukunda.
Over 30 journalists participated in the opening session, representing various media specialties, including TV, radio, print, and online platforms.
UPPA President Samuel Ibanda Mugabi praised CSBAG’s management for spearheading this essential initiative, which keeps journalists informed about the latest budget trends in Uganda and globally. UPPA Secretary General Mr. Arthur Arnold Wadero also highlighted the importance of ongoing information sharing within this collaboration.
In her opening remarks delivered at the first session of the technical talks that discussed “Uganda’s debt and its implications” the Deputy Executive Director of the CSBAG Ms Carol Namagembe stressed the value of partnership and future trainings to be held in the said arrangement.
Ms. Namagembe highlighted that the expert knowledge to be shared at various sessions will better equip journalists under the UPPA and also sustain quality reporting on budget matters.
While making the main presentation, the Executive Director (ED) of the CSBAG Mr Julius Mukunda stressed the value of the collaboration, reasoning that it is through such that UPPA members would broaden and gain wider interest in budget matters to churn out authentic stories on budget.
“We look forward to more engagements with journalists to ensure that budget issues are well understood and communicated to the public in a way that makes them appreciate it better,” Mr Mukunda said.
Over 30 journalists underwent training in the opening session. These journalists were drawn from specialties in TV, radio, print, and online media.
UPPA President Samuel Ibanda Mugabi lauded the management of CSBAG for championing the critical initiative that enables journalists to keep abreast of current budget trends in Uganda and across the globe. Supportive remarks by UPPA Secretary General Mr Arthur Arnold Wadero buttressed the value of consistent information sharing in said collaboration.
