A section of division mayors in Kampala are accusing the minister of Kampala for being picky about implementing the new kcca Act.
Kawempe division mayor, Emmanuel Serunjoji Owedembbe on announcing his new executive as per the new Kampala City Council Authority (KCCA ) Act, stated that the minister only implements clauses that favor the state and leave out those that favor the citizens.
Among the new members on the executive include, Hon. Buwuule Henry minister for finance, Hon. Sserumaga Mungi, minister for health and education, Hon, Nakyobe Sylvia the minister for gender and community services.
According to provisions os S.28A(1(B) of the (KCCA ) Act No 19 of 2011 as amended by kcca Act of 2019 permits division mayors to appoint division executive committee to help deliberate on important division issues.
