Dr. Johnson Byabashaija, Commissioner General of Uganda Prisons Services, has revealed why Dr. Kiiza Besigye was placed in special management at Luzira jail, saying he fears for his life in prison.
He was interfacing with the House Committee on Human Rights.
Byabashaija explained to the Parliamentary Committee on Human Rights which is investigating allegations of Violation of Dr Kiiza Besigye’s rights in Jail that Besigye’s family informed authorities that his life was in danger.
As a result, Byabashaija stated that Besigye Cell security was heightened, the officers responsible were changed, and his security is now directly monitored by the Commissioner General. Additionally, CCTV cameras were installed, and Besigye’s meetings with visitors are strictly regulated.
Byabashaija denied allegations that Besigye was on hunger strike, claiming instead that a dispute was resolved when Besigye chose three individuals to bring him food to Luzira. However, MPs disputed this account, citing Besigye’s testimony.
Despite this, Byabashaija maintained that Besigye has behaved well during his incarceration and that he has no issues with him.
Byabashaija also dismissed claims the Besigye has been denied his freedom of Worship, saying he was accorded a pastoral visit by the Bishop of North Kigezi diocese over the weekend.
Besigye and his colleague Obeid Lutale were arrested last year in Nairobi and brought back to Uganda before they were charged with cases of Illegal possession of firearms, treason, Treachery and remanded to Luzira.
