Public Committee Shocked Over Exclusion of RAPEX Compensation Funds from 2025/2026 Budget
Members of the committee on local and public service were shocked to learn that funding to compensate individuals affected by RAPEX has not been included in the financial year budget for 2025/2026.
During a presentation of the budget framework by the Ministry for Public Service, led by Minister Mululi Mukasa, it was noted that the compensation funds fall under the category of underfunded priorities.
Vice Chairperson of the Committee Pius Wakabi, who is also the MP for Bugahaya, revealed plans to summon the Minister of Finance to explain why the 2025/2026 budget excluded the RAPEX compensation funds. Wakabi highlighted that during previous discussions about merging entities, the minister had promised to allocate compensation funding for the 2,200 former employees, totaling 214.16 billion UGX.
“The Minister assured us during the RAPEX debates that money for compensation would be provided and that the funds were available. Shockingly, people are now going to lose their jobs with no money allocated for their compensation in the budget,” Hon. Wakabi explained.
He added, “We assured the public of these funds, and now we risk being seen as an institution that does not keep its promises. It is unacceptable to terminate someone’s contract without providing compensation. As a committee, we will follow up on this matter because funding for these individuals must be prioritized.”
