The government has reassured citizens that expired identity cards will remain valid for an additional year, allowing ample time for the issuance of new IDs. State Minister of Internal Affairs Gen. David Muhoozi, made this announcement at the Internal Affairs Ministry headquarters in Kampala, alongside NIRA Executive Director Rose Kisembo.
“The extension is legal and ensures continuity, as the National Identification Number (NIN) remains unchanged. We want to assure the public that they can still use their expired IDs without any issues,” Muhoozi said.
Regarding the proposal to include birth certificates on new ID cards, Muhoozi acknowledged that it’s not feasible, stating, “We can’t force individuals to surrender their birth certificates, but we’ll review this concept in the future, as it’s used in developed countries.”
NIRA Executive Director Rose Kisembo added, “We’re committed to making the renewal process as smooth as possible. With our new solar-powered registration machines, we’ll be able to issue new IDs quickly and efficiently.”
The official renewal process begins on October 15, targeting 17.2 million unregistered Ugandans and 15.8 million expired ID cards. To facilitate voter registration, Muhoozi announced plans to register youths turning 16 under the old system, enabling them to obtain NIN numbers before the Election Commission finalizes the 2026 election lists.
“We’re working hard to ensure that every eligible citizen has a valid ID card, and we’re confident that our new processes will make it easier for everyone,” Muhoozi concluded.”
