Kaabong CAO Admits Paying 328M In Error

Kaabong CAO Admits Paying 328M In Error-PAC Local Govt Orders Him to Pay Back the Money.

 

The former Kaabong District Chief Administrative Officer – CAO Joel Musisi has Pleaded guilty to paying 328m shillings to a contractor in error. He asked for forgiveness before the Parliamentary Public Accounts Committee in charge of Local government.

The committee gave Musisi to Police and gave him only three months to cough back the money from his pocket.
The former Chief Administrative Officer of Kaabong District Joel Musisi who has been wanted by the parliamentary Public Accounts Committed in Charge of Local Government over 365bn bad contract for construction of district council Chambers, has showed up today and pleaded guilty for paying Sh328m to contractor in error and apologize.

Musisi pleaded with the committee for lenience, asking for three mother to make good of the mess he left behind in Kaabong. he pledged to use police to have the contractor arrested and get him beck to the site which the committed rejected.

The committee interrogated the acting district engineer Ibrahim Akorio who testified that the advised the district against the Project because it was being constructed on very weak soils as there was no soil testing done. He added that construction site was on incumbered land which is not owned by the district yet even it’s value was underquoted.

When grilled father the district engineer and the Acting Chief Financing Officer Filister Akol Comfort admitted that they were forced by the embattled CAO to append their signatures to documents that approved payment of the Shs328m.

The current district CAO Moses Kiplangat and the district chairperson Meri Jino told PAC Local Government that the contractor has been so elusive and have snubbed all meetings this have been organized to sort out the matter.

The committee led by Martin Ojara Mapenduzi lost cool on the CAO and held him liable of causing government financial loss plus the two officials that facilitated the fraud. They tasked the permanent secretary of the ministry of local government Ben Kumumanya who attended the meeting to take tough disciplinary actions against the culprits.

It was resolved that the money be recovered directly from Musisi and he was given only three months to pay back the 328m that was paid in error. He was handed to police for further interrogations together with the two officials
