80BN Allocated for D.R Congo Roads, Insecurity Delays Roads Construction in Congo

80bn Allocated for D.R Congo Roads, Insecurity Delays Roads Construction in Congo.

The parliamentary committee on physical infrastructure has queried Ministry of Works officials on revelations that they signed a contract to construct three roads in the Democratic Republic of Congo without establishing the actual cost of the project.

The ministry has decried insecurity in D.R. Congo which has stalled the works from taking off. Shs80bn have been allocated for phase one of the road works.

Members of the parliamentary committee on physical Infrastructure were stunned to learn from officials of the ministry of works disclosed that the government of Uganda signed the contract for the construction of Roads in the Democratic Republic of Congo without establishing the actual cost of the project.

Eng Samson Bagonza the Engineer in chief, of the Ministry of Works and Transport, told the committee that the inter-government agreement between Uganda and D.R. Congo and the Development agreement were signed before feasibility studies were made.

The ministry of works which was appearing before the parliamentary committee on the physical infrastructure to defend the Ministerial policy statements for the financial year 2022/2023, also decried the current insecurity in the Democratic Republic of Congo saying has stalled road construction.

Shs 80bn has been allocated for the construction of three roads in D.R. Congo but  Committee members have questioned the capacity of the ministry of works to supervise and audit this expenditure in a country where it has no Jurisdiction.

It is also alleged that the Government of the Democratic Republic of Congo is not meeting its contribution to the intergovernmental project.
