The Mityana municipality MP Francis Zaake Butebi has challenged the jurisdiction of the parliamentary committee on rules, privileges, and discipline to hear a matter raised by the Bardege-Layibi Division MP Martin Ojara Mapenduzi on his alleged misconduct against the deputy speaker of parliament Anita Annet Among.
Zaake contends that his misconduct outside the premises of parliament is non of the committee’s business.
The under-fire Mityana Municipality Legislator Francis Zaake faced the committee of rules chaired by Bugweri county MP Abdu Katuntu Zaake and submitted that he can’t defend himself in a committee which according to him lacks jurisdiction to handle matters that happen outside parliamentary premises.
Zaake has also noted that the alleged outburst on social media was provoked by the deputy speaker of Parliament who provoked him by mockery statements of his torture.
Zaake has also questioned committee proceedings when the case was already decided by parliament since his security details as a commissioner of parliament were withdrawn without any explanation.
Through his lawyers Eron Kiiza and Benjamin Katana, Zaake had requested for three days to submit his objection in writing but the committee chairperson Abdu Katuntu gave him only one day to do so.
However, Katuntu also challenged Zaake’s submission, noting that the committee will not entertain submission short of the stipulated terms of reference that were provided to the committee by parliament.
